How do I get a photo under 100 KB?

Does the form count 1 KB as 1000 or 1024 bytes?
It varies. This tool counts 1 KB as 1000 bytes, the stricter reading, so the file passes either way.
Will it look blurry?
Small limits need strong compression. If the result shows "Picture quality: Low", zoom in and check faces and text before you upload.
